POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The managing engineer will act as the subject matter expert in managing project cost by ensuring the scope of the project is defined and documented accurately throughout the project delivery cycle process for all three locations of the City of Houston Airport System. The selected candidate will investigate specific performance issues and trouble shoot project challenges using the project management software Primavera P6. Candidate will also monitor scheduled variances and recommend corrective actions on projects. Must have extensive knowledge in the engineering field managing traffic project and using environmental principles and practices to plan, design and construct utility systems. Proficiency in project management control systems a plus. The managing engineer also schedules, supervises and evaluates quality control efforts of assistant managers and first-line supervisors, provides technical expertise in researching, developing, re-designing and planning projects to include coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to on time delivery process and plan. The managing engineer will also define the project's objectives and oversee the quality control of each project throughout its life cycle; candidate will use an integrated master schedule plan (IMS) application to communicate with stakeholders on a regular basis. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc; there are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The ability to lift up to (40 lbs). The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing; or requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS

Eight (8) years of active practice in engineering work after graduation from an approved curriculum in engineering, with four (4) of the years as a licensed Professional Engineer, are required.

Substitution: A Master's degree in Engineering may be substituted for up to two (2) years of the above experience requirement.

CERTIFICATION

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

LICENSE REQUIREMENTS

Must have a valid driver's license and comply with the City of Houston's policy on driving (AP 2-2).

PREFERENCES

Proficient in Primavera P6 software a plus, proficient in MS Office Suite, Word, Excel, PowerPoint preferred. Proficient understanding of how to execute an Integrated Master Schedule (IMS) management program a plus. A certification as a Professional Traffic Operations Engineer highly desirable.
